Literat\u00fcrde; kurumun hangi i\u015fi yapt\u0131\u011f\u0131n\u0131 veya yapmak istedi\u011fini, ama\u00e7, hedef ve g\u00f6revlerinin t\u00fcm\u00fcn\u00fc ve bunlar\u0131 ger\u00e7ekle\u015ftirmek i\u00e7in gerekli g\u00f6rd\u00fc\u011f\u00fc y\u00f6ntemleri tan\u0131mlayan kavram olarak ele al\u0131n\u0131r. M\u00fc\u015fteri tercihlerindeki de\u011fi\u015fimleri g\u00f6rebilmek veya bu de\u011fi\u015fimi y\u00f6netmek, \u00e7al\u0131\u015fma al\u0131\u015fkanl\u0131klar\u0131ndaki de\u011fi\u015fimleri g\u00f6zleyebilmek ve m\u00fc\u015fteriye rakiplerin sunamayaca\u011f\u0131 farkl\u0131 yararlar sunabilmektir.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>G\u00fcn\u00fcm\u00fczde teknolojinin ya\u015fama getirdi\u011fi yenilikler kar\u015f\u0131s\u0131nda al\u0131nacak tavr\u0131 belirlemek, kurumlar\u0131n strateji olu\u015fturmas\u0131nda \u00f6zel bir yere sahiptir. Zira teknolojik de\u011fi\u015fikliklerin yol a\u00e7t\u0131\u011f\u0131 yenilikler ciddi bir belirsizlik ortam\u0131 olu\u015fturur. Belirsizli\u011fin sebebini olu\u015fturan sorular \u015f\u00f6yle s\u0131ralanabilir: Bu yenilik \u201ckimler taraf\u0131ndan, ne i\u00e7in, ne \u00f6l\u00e7\u00fcde\u201d kullan\u0131lacak? Sa\u011flad\u0131\u011f\u0131 yarar\u0131n boyutlar\u0131 ve kurum farkl\u0131la\u015fmas\u0131ndaki rol\u00fc nedir? Bu sorular \u00e7er\u00e7evesinde yeni yap\u0131lanmalar ve i\u015f yap\u0131\u015f modelleri \u00f6nerilecektir. Yeni teknoloji kullan\u0131m\u0131nda \u00f6ng\u00f6r\u00fclemeyen birincil konu, i\u00e7 m\u00fc\u015fteri ve d\u0131\u015f m\u00fc\u015fterinin tercihinin ne olaca\u011f\u0131d\u0131r. Maliyet bir sorun olmaktan \u00e7\u0131kt\u0131\u011f\u0131nda, yolun \u00fczerindeki tek konu psikolojinin temel konusu olan davran\u0131\u015f de\u011fi\u015fikli\u011fi meselesidir. Uzay teknolojilerinden g\u00fcnl\u00fck hayat\u0131m\u0131z\u0131 kolayla\u015ft\u0131ran at\u0131l\u0131mlara kadar teknoloji kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015fmas\u0131, bu sorunun cevab\u0131nda gizlidir.&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Akademik Altyap\u0131n\u0131n Olu\u015fmas\u0131<\/strong><\/h4>\n\n\n\n<p>\u00dcniversitelerin akademik \u00e7al\u0131\u015fmalar ile yeni bilgi birikimleri sa\u011flama ve uygulama alanlar\u0131n\u0131 geni\u015fletme sorumlulu\u011fu vard\u0131r. Ayn\u0131 zamanda akademi d\u0131\u015f\u0131nda \u00f6ne \u00e7\u0131kan teknolojik geli\u015fimler ve e\u011filimler do\u011frultusunda kendi etkinliklerini artt\u0131racak \u00e7al\u0131\u015fmalar i\u00e7in farkl\u0131 \u00f6rg\u00fctlenmelere gitmelidir. G\u00fcn\u00fcm\u00fcz ihtiya\u00e7lar\u0131 do\u011frultusunda en dikkat \u00e7eken geli\u015fme, dijital sistemlerin farkl\u0131 akademik alanlara verece\u011fi katk\u0131n\u0131n ara\u015ft\u0131r\u0131lmas\u0131d\u0131r.<\/p>\n\n\n\n<p>Michigan \u00dcniversitesi bu konuda alanlar aras\u0131 \u00e7al\u0131\u015fmalar\u0131n ba\u015flamas\u0131na \u00f6nc\u00fcl\u00fck etmi\u015ftir. \u00dcniversitede bu konudaki ilk akademik \u00e7al\u0131\u015fmalar\u0131 ba\u015flatmak \u00fczere 1996 y\u0131l\u0131nda \u201cBili\u015fim Okulu\u201d kurulmu\u015ftur. Bili\u015fim Okulu\u2019nun misyonu; bilgiyi ve teknolojiyi daha fazla de\u011fer yaratacak \u015fekilde ba\u011flant\u0131land\u0131rmas\u0131d\u0131r. Okulun \u00e7al\u0131\u015fmalar\u0131 bilgi teknolojilerinin yay\u0131laca\u011f\u0131 uygulama alanlar\u0131 konusunda fikir olu\u015fturmu\u015ftur. \u0130ngiltere Surrey \u00dcniversitesi\u2019ndeki Dijital D\u00fcnya Ara\u015ft\u0131rma Merkezi (Digital World Research Centre (DWRC)) 1998 y\u0131l\u0131nda, \u0130nsan Bilimleri Fak\u00fcltesi\u2019nde kurulmu\u015ftur. \u00c7ok disiplinli bir merkez olarak amac\u0131, dijital medya arac\u0131l\u0131\u011f\u0131 ile de\u011fi\u015fime u\u011frayan ileti\u015fimi anlamam\u0131za yard\u0131mc\u0131 olacak ara\u015ft\u0131rmalar yapmakt\u0131r. \u00d6nceleri internet, mobil telefonlar, e-kitap ve benzeri teknolojilerin sosyal etkileri \u00fczerine yo\u011funla\u015fm\u0131\u015f, sonralar\u0131 sanat \u00e7al\u0131\u015fmalar\u0131 ile b\u00fct\u00fcnle\u015fik ara\u015ft\u0131rmalar yapm\u0131\u015ft\u0131r. Ki\u015fisel (self-made) medya ve profesyonel medya \u00e7al\u0131\u015fma alanlar\u0131 aras\u0131ndad\u0131r. \u00c7al\u0131\u015fmalar\u0131n bizim konumuza uzanan y\u00f6n\u00fc teknolojiyi deneyimleyen insan ve yeni sosyolojik yap\u0131lanmalard\u0131r. Bilgi ve ileti\u015fim teknolojileri (ICT) dijital yollarla duygulara arabuluculuk yapar. Y\u00fcz y\u00fcze, yaz\u0131l\u0131 veya g\u00f6rsel olan duygu aktar\u0131mlar\u0131 kendine yeni bir mecra bulmu\u015ftur. Bilgisayar arac\u0131l\u0131\u011f\u0131yla (computer-mediated communication) hayat bulan, zamandan ve mekandan ba\u011f\u0131ms\u0131z, istenildi\u011finde ba\u011flant\u0131l\u0131 olunan, yeni ve yayg\u0131n ileti\u015fim modelini olu\u015fturmu\u015ftur. Birey ve teknolojinin 21. yy\u2019da \u00e7izdi\u011fi sosyal d\u00fczende \u201conlar\u0131n\u201d duygular\u0131n\u0131 tan\u0131mak ve beslemek gerekir. G\u00fcn\u00fcm\u00fczde duyguyu harekete ge\u00e7iren ve g\u00fcven veren yeni yollar \u00fczerinden yeni bilgiler edinilmesine odaklan\u0131lmaktad\u0131r. Mobil \u00e7a\u011fda g\u00f6rme, duyma, anlama ve \u00f6\u011frenmedeki farkl\u0131la\u015fmalar, farkl\u0131 bir mobil bilgi toplumunu do\u011furmu\u015ftur.<\/p>\n\n\n\n<p>Benim mobil\u2019im; benim kimli\u011fim, ileti\u015fim a\u011f\u0131m, ilgi alanlar\u0131m, tercihlerim, \u00f6\u011frenme al\u0131\u015fkanl\u0131klar\u0131m, alb\u00fcm\u00fcm vb. Yeni nesil dj Y\u2019ler \u201cbenim mobilim\u201d denilen \u00f6zelle\u015fmi\u015f ileti\u015fim a\u011flar\u0131n\u0131 tercih etmektedir.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Ki\u015fisel Tarihten G\u00fcn\u00fcm\u00fcze<\/strong><\/h4>\n\n\n\n<p>\u0130stanbul \u00dcniversitesi Cerrahpa\u015fa T\u0131p Fak\u00fcltesi\u2019nde 1987 y\u0131l\u0131nda \u00f6zel ili\u015fkilerimizle temin etti\u011fimiz bilgisayar genel olarak anabilim dal\u0131n\u0131n de\u011ferli daktilosu olarak alg\u0131lan\u0131yordu. \u00d6te yandan SPSS programlar\u0131 ile ara\u015ft\u0131rma verilerinin analizini ara\u015ft\u0131rmac\u0131n\u0131n odas\u0131nda ve Macintosh\u2019unda yapmas\u0131 di\u011fer ara\u015ft\u0131rmac\u0131lar\u0131 \u00f6zendiren bir durumdu. Y\u0131llar i\u00e7erisinde bilgisayar kullan\u0131m\u0131nda durum epeyce de\u011fi\u015fti, ancak ben \u0130stanbul \u00dcniversitesi\u2019ndeki akademik ya\u015fam\u0131mda 2009\u2019lara kadar e-ara\u015ft\u0131rma grubu kuruldu\u011funa tan\u0131kl\u0131k etmedim. G\u00fcn\u00fcm\u00fczde Amerika ve Avrupa \u00fcniversitelerinde pek \u00e7ok alanda oldu\u011fu gibi sa\u011fl\u0131k psikolojisi alan\u0131nda yap\u0131lan \u00e7al\u0131\u015fmalar e-ara\u015ft\u0131rmalar olarak y\u00fcr\u00fct\u00fclmektedir. M\u00fcdahale \u00e7al\u0131\u015fmalar\u0131nda (intervention studies) en sorunlu alan\u0131m\u0131z hastalar\u0131m\u0131z\u0131 veya sa\u011fl\u0131k geli\u015fim program\u0131nda olan dan\u0131\u015fanlar\u0131m\u0131z\u0131 klini\u011fe getirmekti. Bu \u00e7al\u0131\u015fmalar\u0131n en kritik noktas\u0131 bilgi al\u0131\u015fveri\u015finde y\u00fcz y\u00fcze ileti\u015fim zorunlulu\u011fu idi. Zira ara\u015ft\u0131rman\u0131n s\u00fcrd\u00fcr\u00fclmesi, geli\u015fimler konusunda bilgi almak ve yeni testleri yapt\u0131rmakla m\u00fcmk\u00fcn olur. G\u00fcn\u00fcm\u00fczde, e-sa\u011fl\u0131k ara\u015ft\u0131rma platformlar\u0131 \u00fcniversitelerin en etkin \u00e7al\u0131\u015fma alanlar\u0131d\u0131r. UCL\u2019in e-sa\u011fl\u0131k b\u00f6l\u00fcm\u00fc (e-Health Unit) 2003 y\u0131l\u0131nda, sa\u011fl\u0131\u011f\u0131n geli\u015ftirilmesi ve korunmas\u0131 i\u00e7in yeni bili\u015fim ve ileti\u015fim teknolojilerinin kullan\u0131lmas\u0131 amac\u0131yla kurulmu\u015ftur&nbsp;<sup>1<\/sup>.<\/p>\n\n\n\n<p>Di\u011fer etkin \u00fcniversitelerden biri olan Southampton \u00dcniversitesi\u2019nin bili\u015fim teknolojilerinin kullan\u0131m\u0131 konusunda \u00f6rnek olu\u015fturan etkinlikleri i\u00e7in&nbsp;<em><a href=\"file:\/\/\/C:\/Users\/yilmaz\/Desktop\/Kaynak%2057%20g%C3%BCncellemeler\/www.lifeguideonline.org\" target=\"_blank\" rel=\"noopener\" title=\"\">www.lifeguideonline.org<\/a><\/em>;<em><a href=\"file:\/\/\/C:\/Users\/yilmaz\/Desktop\/Kaynak%2057%20g%C3%BCncellemeler\/www.ubhave.org\" target=\"_blank\" rel=\"noopener\" title=\"\">www.ubhave.org<\/a><\/em>&nbsp;siteleri ziyaret edilebilir.<\/p>\n\n\n\n<p>Ara\u015ft\u0131rmalarda hizmet ve kurum etkinliklerini BT \u00e7\u00f6z\u00fcmleri ile desteklemek; h\u0131zl\u0131 ve yerinde bilgi toplama, geni\u015f analiz format\u0131 olu\u015fturma ve disiplinler aras\u0131 i\u015fbirli\u011fini artt\u0131rma imkan\u0131 vermi\u015ftir. \u00dcniversitelerde olu\u015fan bu anlay\u0131\u015f t\u00fcm \u00f6zel sekt\u00f6r etkinliklerine yay\u0131lmaktad\u0131r. Kurum \u0130K\u2019lar\u0131 kendi ama\u00e7lar\u0131n\u0131 ger\u00e7ekle\u015ftirmede bu olanaktan yararlanmay\u0131 g\u00f6z ard\u0131 etmemelidir.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Yenilik\u00e7ilik ve Rekabet<\/strong><\/h4>\n\n\n\n<p>Michael Porter\u2019\u0131 WBF New York\u2019ta ve ASTD konferanslar\u0131nda defalarca dinleme f\u0131rsat\u0131m oldu. Porter, Harvard \u00dcniversitesi \u0130\u015fletme B\u00f6l\u00fcm\u00fc\u2019nde ekonomi ve y\u00f6netim bilimi profes\u00f6r\u00fcd\u00fcr, ancak facebook resmi sayfas\u0131nda ve di\u011fer sosyal medya payla\u015f\u0131mlar\u0131nda \u201cStrateji ve Rekabet\u00e7ilik Enstit\u00fcs\u00fc\u201d ba\u015fkan\u0131 olarak mesajlar\u0131n\u0131 payla\u015fmaktad\u0131r. Kurumlar\u0131n kal\u0131c\u0131l\u0131\u011f\u0131nda \u00fc\u00e7 stratejiyi \u00f6ne \u00e7\u0131kar\u0131r; d\u00fc\u015f\u00fck maliyet, odaklanma ve farkl\u0131la\u015fma. 1980\u2019den bu yana<sup>2<\/sup>&nbsp;modern rekabet stratejilerini tan\u0131mlarken vurgu yapt\u0131\u011f\u0131 farkl\u0131la\u015fma konusu g\u00fcn ge\u00e7tik\u00e7e per\u00e7inlenmi\u015ftir. Porter, \u00fclkelerin inovasyon g\u00f6stergesi olarak patent say\u0131lar\u0131n\u0131n da\u011f\u0131l\u0131m\u0131n\u0131 incelemektedir. D\u00fcnya inovasyon haritas\u0131nda (2009) \u00fclke n\u00fcfusunun bir milyonluk kesitine d\u00fc\u015fen patent say\u0131lar\u0131na bak\u0131ld\u0131\u011f\u0131nda, T\u00fcrkiye en sondaki Endonezya ve M\u0131s\u0131r\u2019\u0131n \u00f6n\u00fcnde sondan \u00fc\u00e7\u00fcnc\u00fc \u00fclkedir. D\u00fcnya Ekonomik Forumu taraf\u0131ndan yay\u0131nlanan ve 148 \u00fclkeyi kapsayan 2013-2014 K\u00fcresel Rekabet Raporu\u2019na g\u00f6re T\u00fcrkiye 44. s\u0131raya y\u00fckselmi\u015ftir<sup>3<\/sup>. \u00dclkeler, kalk\u0131nma \u00f6l\u00e7eklemesinde farkl\u0131 k\u00fcresel rekabet\u00e7ilik endeksi bile\u015fenleri a\u00e7\u0131s\u0131ndan de\u011ferlendirmeye al\u0131nmakta ve farkl\u0131 a\u015famalara g\u00f6re gruplanmaktad\u0131r. Genel olarak endeksin bile\u015fenleri; Kurumsal Yap\u0131lanma, \u0130novasyon, Sa\u011fl\u0131k ve Temel E\u011fitim, Y\u00fcksek\u00f6\u011fretim ve Hizmet \u0130\u00e7i E\u011fitim, Pazar B\u00fcy\u00fckl\u00fc\u011f\u00fc, Yerel Rekabetin Yo\u011funlu\u011fu, Anti ter\u00f6st Politikalar\u0131n\u0131n Etkinli\u011fi ve Pazar H\u00e2kimiyetinin Yayg\u0131nl\u0131\u011f\u0131\u2019d\u0131r.<\/p>\n\n\n\n<p>Bu yaz\u0131n\u0131n konusu ba\u011flam\u0131nda, inovasyon rekabette taht\u0131n\u0131 koruyan \u00f6l\u00e7\u00fctlerin ba\u015f\u0131nda gelmektedir. Bu bile\u015fende; inovasyon kapasitesi, bilimsel ara\u015ft\u0131rma kurumlar\u0131n\u0131n niteli\u011fi, \u015firketlerin Ar-Ge harcamalar\u0131, Ar-Ge i\u00e7in \u00fcniversite-sanayi i\u015fbirli\u011fi, ileri teknolojiler i\u00e7in kamunun sat\u0131n alma politikalar\u0131, bilim insanlar\u0131n\u0131n ve m\u00fchendislerin varl\u0131\u011f\u0131, patentler, fikri m\u00fclkiyet haklar\u0131n\u0131n korunmas\u0131 yer almaktad\u0131r. Bu son raporda T\u00fcrkiye \u201cVerimlilikten, \u0130novasyon Oda\u011f\u0131na Ge\u00e7i\u015f \u00dclkeleri\u201d aras\u0131ndaki yerini korumaktad\u0131r. Gelece\u011fin d\u00fcnyas\u0131na y\u00f6n verecek bulu\u015flar a\u00e7\u0131s\u0131ndan \u00f6ne \u00e7\u0131kan fig\u00fcrlere bakal\u0131m. T\u00fcrkiye bir y\u0131l \u00f6nceki verilerine k\u0131yasla 5 basamak y\u00fckselerek<strong>&nbsp;<\/strong>50. s\u0131rada \u00e7\u0131km\u0131\u015ft\u0131r<sup>3<\/sup>. \u00dclkenin ekonomik kalk\u0131nmas\u0131nda rol alan yabanc\u0131 yat\u0131r\u0131mc\u0131lar a\u00e7\u0131s\u0131ndan \u201cfikri m\u00fclkiyet haklar\u0131\u201d n\u0131n oran\u0131 \u00f6ncelikli kriterdir. T\u00fcrkiye ge\u00e7ti\u011fimiz y\u0131la k\u0131yasla 12 basamak y\u00fckselmi\u015f, ancak 148 \u00fclke aras\u0131nda 74. s\u0131raya \u00e7\u0131kabilmi\u015ftir.<\/p>\n\n\n\n<p>Kurumlar rekabetteki \u00fcst\u00fcnl\u00fc\u011f\u00fc s\u00fcrd\u00fcrebilmek i\u00e7in \u00fcr\u00fcnlerini, hizmetlerini ve i\u015f s\u00fcre\u00e7lerini farkl\u0131la\u015ft\u0131racakt\u0131r. Bu a\u00e7\u0131dan \u0130K\u2019ya d\u00fc\u015fen sorumluluk i\u015flevlerine odaklanarak inovatif olmakt\u0131r.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Bilgi Teknolojileri ve Kurum Stratejileri<\/strong><\/h4>\n\n\n\n<p>\u201cBT kurumlara rekabet avantaj\u0131 sa\u011flar m\u0131?\u201d sorusu 1980\u2019lerde sorulmaya ba\u015fland\u0131. Bu konuda stratejistler ile kurumsal y\u00f6netim ve verimlilik konusunda \u00e7al\u0131\u015fan akademisyenler farkl\u0131 bak\u0131\u015f a\u00e7\u0131lar\u0131 ile konuyu ele ald\u0131. Kurumsal yap\u0131lanma ve ekonomiye sa\u011flayaca\u011f\u0131 yarar tart\u0131\u015f\u0131ld\u0131. Bilgi teknolojilerinden yararlanmak konusunda gecikildi\u011fini d\u00fc\u015f\u00fcnmekteyim. Bunun sebepleri aras\u0131nda kurum \u00fcst d\u00fczey profesyonellerinin BT\u2019yi ve kullan\u0131m\u0131n\u0131n sa\u011flayaca\u011f\u0131 faydalar\u0131 g\u00f6rememesi, bilgi sistem \u00e7al\u0131\u015fanlar\u0131 ile di\u011fer i\u015f gruplar\u0131n\u0131n ileti\u015fimlerinin az olmas\u0131, her iki grubun da de\u011fi\u015fime direnci, sa\u011flayaca\u011f\u0131 yararlara odaklanma eksikli\u011fi, BT kullan\u0131m yararlar\u0131n\u0131 \u00f6l\u00e7ecek uygun ara\u00e7lar\u0131n olmamas\u0131 s\u0131ralan\u0131yor<sup>4<\/sup>.<\/p>\n\n\n\n<p>Kurum stratejistleri ve \u0130K BT\u2019den ne anl\u0131yor? Do\u011frusu ben bu sorunun cevab\u0131n\u0131 tam olarak bilemiyorum. Y\u00f6neticilerle olan sohbetlerimde bazen \u00e7ok geni\u015f, bazen \u00e7ok y\u00fczeysel yakla\u015f\u0131mlarla kar\u015f\u0131la\u015f\u0131yorum.
